I generally write a 2 to 3 page storyline from start to finish that includes all of the main characters. I also create a brief character history, never more than a paragraph. It keeps you from using the character out of character. I’m currently completing my 67th. I was hired to do it for several thousand dollars paid up front. The only time I generate a treatment is when I’m taking the script off someones novel. It makes it easier to work with author. I write the treatment in Final Draft and I create the actual scene heading and type the treatment paragraphs underneath the scene heading. When it comes time to create the script I pull up the treatment do a “Save As” for the script and create the script off the treatment.
